In partnership with the Highway Construction and Engineering Division, Broward Cultural Division’s Public Art & Design Program is seeking to commission one artist or artist team (Artist), to transform a raised traffic median in the Broward Municipal Services District (BMSD), Florida. This artistic intervention shall include free standing sculptural elements that are reflective of the surrounding landscape and the rich historical and cultural heritage of the community.

Budget:  $200,000.  Finalists will be paid a $2,000 honorarium for proposal and presentation expenses.

Eligibility:  Professional artists, eighteen years of age or older, residing in the United States who have not been previously selected for a County project in the past 10 years and who have completed a minimum of five (5) public art projects with a budget of $25,000 or more

Project Context:

The NW 27th Avenue Safe Street Project is a one-mile-long transit improvement project along NW 27th Avenue, from Broward Boulevard to Sunrise Boulevard. The project consists of the reduction of the number of travel lanes from two lanes to one lane, each direction. The project’s scope of work includes: milling, resurfacing, and conversion of a two-way left turn lane into landscaped medians, the addition of bike lanes on both sides of the street, and the addition of on-street parking on one side of the street. The lane reduction will provide room for a 5 foot bicycle lanes on both sides of the street, and a 2 to 3-foot buffer adjacent to the on-street parking. High visibility bicycle lane symbols, and green bicycle lanes identifying critical motorist/bicyclist transition points will also be incorporated into the design. New signing, pavement markings, pedestrian features and access management along the roadway segment will also be incorporated into the landscaped medians. Vehicular speed limit in the area will be of 35 MPH.

Artwork Scope:

An Artist shall design, fabricate and install unique, site specific, highly visible artwork in one of the raised traffic medians located on NW 27th Avenue, between NW 6th Street and Sunrise Boulevard. The median is approximately 680 feet long by 14 feet wide, and crosses over the North Fork New River. The exact location, height, and scale of the free standing sculptural elements shall be coordinated with the County’s landscape design for the median. The proposed artwork shall be designed to make a visual statement that will be impactful to the community. The artwork must be highly durable, and resistant to weather inherent in outdoor, ocean side environments. Long-term maintenance must be minimal, and assured by the proper selection and installation of materials. The artwork should be reflective of the landscape, and/or the rich historical and cultural heritage of the community.

The artwork must meet the Florida Building Code requirements and the installation of the artwork must not harm existing structures or create a traffic hazard. The selected Artist must coordinate the locations of the sculptural elements with County agency. The selected Artist shall hire a Florida licensed structural engineer and should rely on their expertise for this project.

Application Process and Selection Criteria:

The Broward Cultural Division manages the application process. An Artist Selection Panel (Panel) shall review the applications for the Call to Artists. This Panel includes a member of the Public Art & Design Committee, arts professionals, and an agency and community representative. The Panel shall review the applicants and select a shortlist of finalists on the basis of the excellence of their past work of similar scope, as demonstrated by the visuals and other submission materials. The Panel shall also consider the versatility and appropriateness of the media in which the shortlisted Artists have demonstrated proficiency, as it relates to the scope of this project.

Finalists will be invited to develop conceptual design proposals to present in person to the Artist Selection Panel. Finalists will receive information about the project and have a minimum of one (1) month to prepare a conceptual design proposal for review by the Artist Selection Panel. Finalists will be paid a $2,000.00 honorarium for the proposal and presentation expenses. Finalists’ proposals must include a written narrative, estimated project budget, and visual materials (drawings and optional models) necessary to convey the initial concept or approach to the project. Finalists must submit two (2) digital copies (PC compatible media).

Application Requirements:

Applications must be submitted via the Submittable website: https://browardcountyculturaldivision.submittable.com/submit/80593/broward-municipal-services-district-median-art-project and must include:

  • Professional Résumé – shall include public art commissions with contact information for Project Manager or Program Director and budget size of past projects.
  • Electronic Images – submit 10 digital images of most recent relevant work. All images must be saved using a file name and number that corresponds to the Annotated Image List (see below). Each digital image must feature a single work. Composites of various artworks in a single image will not be considered.
  • Annotated Image List – Include name of artist, title of work, year, media, size, and location of artwork and/or project, project budget, image number and any other relevant information.

Hard copy materials will not be accepted for this Call to Artists. Applicants are encouraged to familiarize themselves with the Port Everglades Public Art Master Plan
