The City of San Antonio seeks professional qualifications from local, state, and national artists for potential public art projects. The FY2017 Pre-Qualified List is used to select public artists for upcoming commission opportunities to create new public artworks in conjunction with City-funded capital improvements. Public art commissions include projects designed to improve and enhance new or existing city parks, plazas, streetscapes, and facilities. Individual public art budgets range from small to mid-size projects (ex: $50,000 to $150,000), to large scale commissions (Ex: $150,000 and above).

The City of San Antonio is the seventh most populated city in the country and the second most populated city in the state of Texas. San Antonio is home to over to 1.4 million residents and welcomes 31 million visitors a year. The City’s permanent public art collection is comprised of artworks by local, national and international artists that contribute to San Antonio’s culture and vitality. In 2018 the City will celebrate the 300th anniversary of the founding of San Antonio with a variety of commemorative projects reflected within the arts and culture. Eligibility
All practicing, professional artists working in any media and who reside in the United States. Artists may apply and be considered as an individual, as part of a team, or both. To better diversify our pre-qualified list and select artists with a wide range of qualifications, applicants are required to identify as either an emerging public artist, mid-career public artist, or established public artist:

  • Emerging public artist is defined as: artists that show professional achievement and are developing qualifications that show significant potential in the public art field. Experience includes a minimum of one relevant completed project with a budget up to $10,000.
  • Mid-career public artist is defined as: artists that are recognized in their field and have a track record of exhibits and completed projects in the public art realm. Experience includes a minimum of five relevant completed projects with a budget up to $100,000.
  • Established public artist is defined as: artists that lead the field of public art as evidenced by their career accomplishments and installations in a variety of scale, media and locations. Experience includes a minimum of ten relevant completed projects with budgets over $100,000.

Artist team applications must identify as a team and use the team member’s highest attained level of experience.

Selection Process
A selection panel will be responsible for reviewing and evaluating applications resulting from the City’s annual call for public art qualifications. The panel's proposed pre-qualified list will be recommended to the City’s San Antonio Arts Commission for final consideration and ultimately approved by City Council.  Notifications will be delivered to applicants by email after City Council approval. Additionally, pre-approved applicants will be notified when they are being considered for specific projects. Inclusion in the pre-qualified list does not guarantee selection for a public art contract.

Selection Criteria
All applications will be evaluated based on artistic merit and creative capacity; applied experience and proficiency; and knowledge of local culture and community.
