The County of Fairfax, Virginia Department of Public Works and Environmental Services invites artists to submit proposals for a permanent 3-dimensional public artwork for the Innovation Center Station Metro Garage Project located at 2345 Innovation Center Drive, Herndon, Virginia. The garage and surrounding development is undergoing construction in the current Capital Improvements Program and anticipates completion in Fiscal Year 2020. The site-specific artwork is to be integrated within context of the larger public space for the project.

*NOTE: This invitation requires applicants to produce a design and a researched budget for the proposed sculpture as part of the application process. Applicants will not be compensated for this up-front design work.
The Department of Public Works and Environmental Services is constructing an approximately 2,100-space, eight-level parking garage that will serve future bus and rail commuters at the planned Innovation Center Station. The garage and surrounding area include walkways, bus bays, kiss-and-ride spaces, taxi stand, motorcycle spaces, secure bike room storage, and a pocket park with surrounding streetscape landscaping. The plan identifies an opportunity to incorporate public art in the pocket park, adjacent to a constructed rain garden and boardwalk.
The Innovation Center development will be a new transit-oriented development just south of the Dulles Toll Road, adjacent to the Innovation Center Station, one of six Metrorail stations being built in the Silver Line’s second phase. The overall 14.6-acre site consists of the 5.5-acre footprint for a County-constructed Metro commuter garage, kiss-and-ride spaces, pocket park, and Metro plaza with the remaining 9.1-acres to be developed by a private developer. Fairfax County has partnered with the private developer to clear and grade the nearly 15-acre undeveloped site before installing stormwater infrastructure, building a road network, erecting streetlights, constructing public space, and landscaping. The infrastructure will serve the overall development including the Metro Station Garage.
The design of the Innovation Center Metro Garage and adjacent development envisions a site-specific artwork to evoke the spirit of 21st century urban living, creative inspiration, and a sense of community. The artwork may address local themes or landmarks of the surrounding area. The work should be visible from the street and the Metro Plaza, just north of the pocket park and kiss-and-ride. The artwork shall be accessible to the general public of all ages and ability levels, and shall not impact planned infrastructure, easements, trees, and critical root zones. The artwork may engage visitors by being tactile or interactive; may be an identifiable landmark or gathering spot on the site; may offer opportunities for environmental education; or may engage site features such as trees or topography to provoke a spatial experience.
Artwork Location Description
The proposed 3-dimensional artwork is to be located within the pocket park on the southeast corner of the Metro garage, bounded by the kiss-and-ride to the north, Carta Way to the east, and Magna way to the south. The project area for consideration includes Location A, an open area between the planned rain garden with boardwalk and the kiss-and-ride entry. The artist may recommend other locations but are strongly encouraged to use this location as it is consistent with the Comprehensive Site Plan design approved by the Department of Development and Planning.
Approximately three semi-finalists will be selected by a committee consists of representatives from Fairfax County. No stipend will be awarded to the semi-finalists. Travel will not be paid. Semi-finalists may be required to present their proposals and designs to the selection committee members, who will recommend one artist for final contracting with the County. The presentation date will be further notified. The design contract will be officially awarded by the Department of Procurement and Material Management for Fairfax County, which will enter into a contract with the selected artist. (The County reserves the right not to select any of the proposals.)
