Videography Services Sought for Spring and Summer 2018

SUMMARY OF OPPORTUNITY

Transit Drives Indy seeks letters of interest, qualifications, and proposals from experienced commercial videographers, or professional artists working with video, emerging or established, individuals or teams (the “contractor”) to supply services associated with documenting a series of public art projects in Indianapolis, Indiana from May to October, 2018.  The successful contractor will provide raw footage and a 3-5 minute edited documentary video, with sound, voice-over, and text, suitable for promotions, reporting to funders, and encouraging additional projects. The ability to include drone footage is a plus. Local vendors are preferred. Proposals are not to exceed $5,000 in total services.

PROJECT INFORMATION

Transit Drives Indy, a community-based transit advocacy group, is partnering with the Arts Council of Indianapolis on a project called the Cultural Corridors Consortium Indy (3CIndy).  This project, funded in part by a grant from Transportation for America (T4A), is infusing artists’ temporary public art projects into the construction phase of the Red Line Rapid Transit and the planning phase of the Purple Line Rapid Transit, to engage relevant neighborhoods in anticipation of the positive lifestyle changes and community benefits of these new bus rapid transit projects.

The purpose of the services is to provide the community and the project’s funders with an exciting and compelling overview of the project as a whole, as well as document individual projects in a creative and informative way.  Adding to the compelling nature of the projects would be the ability to provide unusual viewpoints, such as tracking shots from a “bus-eye view” or from above via a drone-mounted camera.

Services will be based on direction provided by the 3CIndy management team.

The contractor will be responsible for capturing content in the field and in studio environments (approximately 15 locations), advising the administrative team on pre-production and location needs, and text, sound, and video editing post-production for final product assembly and delivery. At least one, but not more than three, rough cuts will be made available for project administrator review and comment before agreeing on the final version.

The minimum scope of services outlined in the proposal will include:

1. Meeting and corresponding with project administrators to coordinate video sessions
2. Creating and indexing raw footage and sound documenting the planning process (including build sessions, artist interviews, and installations) and community engagement/reactions to projects by six local artists, with activity occurring anytime between May and October, 2018 (the bulk of the filming will be done from May through July)
3. Editing the footage into a final 3-5-minute documentary that includes each of the six projects. The edited product is to include text captions and/or voice-overs as appropriate, background music or sound, and appropriate transitions between video/still images.
4. Identifying and separating compelling still images for use in promotions, advertising, website publishing, and similar.

This is a work for hire agreement.  The contractor may credit him/herself in the final product.  After completion, all work product (quality raw footage, rough cuts, and final product) will become the property of Transit Drives Indy and the videographer will be required to transfer copyrights.  Transit Drives Indy will license the contractor the rights to show the final, edited work as part of the contractor’s professional portfolio, but the contractor may not use any raw footage or the completed video in any other context without the express written permission of Transit Drives Indy.  The contractor will be required to obtain all rights and license to any copyright-protected, third-party music used in the final product and transfer these rights to Transit Drives Indy after project completion.

CONTRACTOR SELECTION

The contractor will be selected based on the administrative team’s evaluation of the following factors:

• Quality of past work:  Quality of past work meets or exceeds the expectations of the administrative team for technical capacity, creativity, thoroughness, conciseness, compelling imagery, information given, and “stickiness.” (70%)
• Fees:  Fees requested are appropriate to the proposed scope and quality  of work and fit within the established budget. (20%)
• Timeline:  The proposed timeline fits within the deadlines required by the project as outlined in this RFP, and there is a reasonable expectation that the work will be completed on schedule. (10%)

All else being equal, preference will be given to proposals from contractors permanently located in the greater Indianapolis area and particularly in Marion County, Indiana.

• Letter of interest/introduction, maximum 3 pages in length, including a discussion of how the time required to complete this work will fit into the applicant’s current workload and known deadlines for other projects
• Resume or CV with full contact information, indicating qualifications and relevant experience
• Narrative proposal including a proposed plan of work for the indicated scope of services, a timeline with specific milestones, and an itemized project budget not to exceed $5,000 total
• A separate page including live URL link(s) to view work samples online along with descriptions of the projects including client name, date of production, and brief (2-3 sentences) indication of the challenge or scope of work for each
• A list of 3-5 professional references for work accomplished that is similar to the indicated scope of services, with complete contact information (client name, organization/company, email address, phone number, and website URL)
• Optional supporting material of the applicant’s choice, including letters of appreciation, publicity/promotional materials, reviews of work, etc.
