The Public Arts Advisory Board of the City of Wylie, Texas, seeks to commission three original, exterior, site-specific, functionally, philosophically, and artistically integrated artworks for the Municipal Complex’s walking trails and disc golf park.

The Municipal Complex has a three-story City Hall, a two-story Recreation Center and a single-floor Library. The Municipal Complex is set on a 253-acre green belt which has walking and nature trails and a meadow behind the buildings for public gatherings. The one-mile long, 12-foot wide concrete trail traverses the property from the north, at Brown Street, to the southeast, at FM 1378 (Country Club Road). The trail meanders along the existing tree line and crosses two creeks. It is the first phase of a more expansive trail system envisioned in the near future. The facilities will provide education, recreation and public service. There are two spaces available for art located at each entrance of the walking trails. 

Opportunity #1 and #2 (budget:  $130,000 each, including artist’s fee, travel during fabrication and installation, engineering, materials, fabrication, transportation, documentation, insurance, permit fees, and lighting):  Art for the Entrances to the Municipal Walking Trails.  

Artwork at these two sites will be the focal point for community engagement from vehicular and walking areas adjacent to the site.  They will relate somewhat to each other.  These commissions may be offered to the same artist or to two different artists.

  • Art should reflect the scale of the surrounding area and the three buildings 
  • Art should complement the environment of the space and natural architecture of the buildings and open spaces of the area 
  • Art project includes: Lighting (energy efficient preferred), base construction, and oversight of installation 
  • Art should be creative but conceptually accessible to the viewer 
  • With evening meetings and gatherings, lighting should be a significant element of the art/space 
  • Art should take into consideration the existing art in and around the area but be original 
  • Art work must be imaginative, durable and require very low maintenance

Opportunity #3 (budget:  $52,000, including artist’s fee, travel during fabrication and installation, engineering, materials, fabrication, transportation, documentation, insurance, permit fees, and lighting):  Artwork for the entrance to the disc golf park and parking area. Location must be adjacent to the parking lot to remain clear of any easements.   This site will be the focal point for community engagement from vehicular and walking areas adjacent to the disc golf park. 

  • Art should reflect the scale of the surrounding area 
  • Art should complement the environment of the space and open spaces of the area 
  • Art project includes: Lighting (energy efficient preferred), base construction, and oversight of installation 
  • Art should be creative but conceptually accessible to the viewer 
  • Art can be whimsical and/or kinetic in design 
  • Lighting should be a significant element of the art/space 
  • Art should be original 
  • Artwork must be imaginative, durable and require very low maintenance 

Eligibility – The project(s) are open to all professional artists located in the continental U.S.A., age 18 and over, regardless of race, color, religion, national origin, gender, age, marital status, or physical or mental disability. Applications will be accepted only from artists whose work is being submitted in response to this RFQ. Applications submitted by third parties such as galleries, art consultants, family members, etc. will not be considered. City of Wylie employees, as well as selection panelists and their immediate family members are not eligible for participation. 

Timeline – These dates are subject to change 

  • 05/11/2016 Submissions due by 5 pm, Central Time 
  • 06/09/2016 Selection Panel Meets to choose two to three Art Finalists 
  • 07/27/2016 Community Input Meeting – Finalists visit sites 
  • Finalists asked to prepare concept proposals (maquette/design) 
  • 08/22-26/16 Finalists present proposals. (Maquette) 
  • Art Selection panel ranks finalists and recommends to Public Art Advisory Board 
  • 09/27/2016 Approval by the Wylie City Council (including contract) 
  • Artist begins work 
  • 03/2017 Art work is installed and unveiling takes place in early March 2017
