The Phoenix Office of Arts and Culture’s Public Art Program is requesting qualifications from artists to create a dynamic, signature work for the Phoenix Sky Harbor International Airport Terminal Three Modernization project. The artwork site is an expansive wall in the East Arrivals Atrium. It greets arriving passengers as they exit security and enter the terminal’s public space. The site offers the opportunity to create a landmark that can be viewed from multiple perspectives inside the terminal.

The modernization of Terminal 3, a 35-year-old facility, will incorporate new finishes, façades, infrastructure and specialty systems, and provide the City of
Phoenix with a bold space that acts as a front door for travelers to the city and state. The selected artists/artist teams will be required to work closely with the design team to incorporate the artwork into the terminal design and construction documents as needed.

The East Arrivals Atrium wall is roughly 13’-6” x 93’-9”. It is ideal for a vibrant and complex two-dimensional artwork. Professional artists versed in traditional and new two-dimensional media are encouraged to apply.  The new terminal design highlights the airport’s unique location in the
beautiful Sonoran Desert, providing unobstructed window views of the surrounding mountain ranges and city. The selected artist(s) will be expected to create works that enhance this attribute and take advantage of the natural light.

Eligibility
The project is open to professional artists with demonstrated experience working on large scale projects. Applicants lacking this experience will not be considered. This opportunity is open to artists nationally. Professional Arizona artists with the required experience are encouraged to apply.

Budget
The estimated budget is up to $1,500,000. This includes all costs related to design, fabrication, travel, administration and incidentals related to the creation of the artwork.

Selection Criteria
All responses to this Call will be evaluated on the basis of a 100-point system listed below.  After evaluating all submissions, the City, at the request of the Evaluation Committee, may ask some or all of the Respondents to submit supplemental information or to participate in interviews.
The points will distributed as follows:
1. Demonstrated quality of art and design in past built projects: 45 points
2. Potential to create innovative design for a public space: 45 points
3. Past experience with significant collaborations: 10 points

Timeline

• July 6, 2016 – Pre-submission Meeting in Phoenix (optional, see cover sheet)
• July 29, 2016 – Application Deadline 5:00 pm (local Arizona time)
• August, 2016 – Selection panel recommends finalists for the project. Finalists will receive a comprehensive packet of information about
  the project.
• August, 2016 – Finalist orientation
• September, 2016 – Finalist interview and proposal review
• Early fall 2016 – Contract awarded to selected artist
• 2020 – Project completed
