Purpose of RFP
The purpose of this two-phase RFP is to retain a contractor to design, fabricate, and install a permanent, site-specific public artwork at the Minnesota Veterans Home, Minneapolis. This is a two-phase RFP process. Artist’s qualifications will be evaluated during the first phase, and finalists will receive a stipend to develop a proposal for the project during the second phase.
Background and Context
Founded in 1887 for indigent veterans of the Civil War, the Minnesota Veterans Home, Minneapolis is located on a 53-acre wooded campus overlooking the Mississippi River. Originally called the Old Soldiers Home, the mission of the Minnesota Veterans Home is serving those who have served by providing quality health care in an environment of trust, dignity, and sharing.
The Minnesota Veterans Home, Minneapolis is currently undergoing a $116.4 million multiphase campus improvement. The current phase will replace Building 17, originally constructed in the 1970s, with Building 22. Building 22 will be the site for new public art at the Veterans Home.
Located near Minnehaha Falls, the site is known for the natural beauty of its surroundings. More insight about the intentions of landscape architect Horace William Shaler Cleveland for the landscape and original site plan of the Minnesota Veterans Home, Minneapolis, circa 1887, is available in a report titled “H.W.S. Eligibility
Working, professional artists residing in the United States are eligible to apply. Responders submitting qualifications shall be at least 18 years of age, and must provide evidence of successfully completing public art projects that are comparable in scope and nature to the work requested in this solicitation.
Budget
An all-inclusive budget of $155,415 is available for this project. This amount represents all professional services and deliverables related to the artwork, including but not limited to the contractor’s design fee, labor, consultants, travel, transportation, materials, site preparation, installation needs and equipment, storage, documentation, studio overhead, insurance, taxes, contingency, and contractor’s participation in a public event related to the artwork. The final artwork may require reports and/or certification by structural, lighting, electrical, mechanical, hydraulic engineers and consultants licensed to practice in the State of Minnesota, and review by a professional fine art conservator. Such reports and certifications will be included in the designated project budget.

The State recognizes this project as a valuable opportunity to commission artwork for the Minnesota Veterans Home, Minneapolis. The artwork for this project will be located in area(s) of the facility that will be freely accessible, on a regular basis, to members of the public. Opportunities for Artwork Placement
This public art opportunity is open to a range of possibilities to be proposed during Phase II of the RFP. The site selection committee has identified three areas where the project could be installed. Artists may use any or all of the available space. Proposed artwork must be durable, low maintenance, permanent, suitable for interior or exterior display with exposure to extreme environmental conditions, safe for both children and adults, safe for individuals with light and/or sound sensitivities, and be ADA compliant.
As a designated site on the National Register of Historic Places, artwork commissioned for this project must conform to the Secretary of Interior Standards for the Treatment of Historic Properties, specifically the Rehabilitation Standards, and the associated Guidelines for the Treatment of Cultural Landscapes. If an exterior site is selected, formal review/s by the State Historic Preservation Office will be required. If the selected contractor chooses an interior space for the artwork, no formal reviews with the State Historic Preservation Office will be required.
Selection Process
It is anticipated that up to three responders from Phase I of this RFP will be selected to develop a schematic design proposal. During Phase II, the finalists will enter into a contract with the State, and will receive $5,000 upon completion of all professional services and deliverables of the schematic design proposal.

After the submission deadline passes, the Arts Board will open all application materials and will review them for responsiveness. Proposals that do not include the mandatory information outlined in this solicitation will be rejected without further consideration.

Answers to all questions received by the deadline listed in the project timeline will be released as an addendum to the RFP issued on or around 12:00 PM (CT), June 23, 2017.
