Art in Public Places of the Miami-Dade County Department of Cultural Affairs is pleased to release a major Call to Artists to commission permanent public artworks by contemporary visual artists across four facilities of the Jackson Health System.

DEADLINE:  Thursday, December 21, 2017 (11:59 PM)

ELIGIBILITY:  Open to US-based professional artists. Past experience in public art is not required.  Artists may apply as teams.

BUDGET:  $5.2 million total for four facilities; individual project budgets range from $100,000 to $1M

Miami-Dade County and Miami-Dade Department of Cultural Affairs, through its Art in Public Places Program, request qualifications from professional artists and/or artist teams to create landmark artworks for the Jackson Health System Miracle-Building Program, including:

  • New construction of the Jackson West Medical Center
  • New construction of the Christine E. Lynn Rehabilitation Center for The Miami Project to Cure Paralysis at UHealth/Jackson Memorial
  • Renovation projects at the Jackson North Medical Center
  • Renovation and expansion projects at the Jackson Memorial Hospital Emergency Dept.

The selected artists will design unique artworks that will enrich the public environment of these facilities, bring unexpected and delightful encounters for visitors, and preserve and enhance the artistic and civic pride of Miami-Dade County.

Jackson Health System is a nonprofit academic medical system offering world-class care to any person who walks through its doors. Governed by the Public Health Trust, a team of citizen volunteers acting on behalf of the Miami-Dade Board of County Commissioners, Jackson Health System ensures that all residents of Miami-Dade County receive a single high standard of care regardless of their ability to pay. An integrated healthcare delivery system, Jackson Health System consists of its centerpiece, Jackson Memorial Hospital; Jackson South Medical Center, Jackson North Medical Center, Holtz Children’s Hospital, Jackson Rehabilitation Hospital, Jackson Behavioral Health Hospital, a network of UHealth Jackson Urgent Care centers, multiple primary care and specialty care centers; two long-term care nursing facilities; and a team of Corrections Health Service clinics.

JACKSON WEST (DESIGN: PERKINS + WILL)
Jackson Health System purchased land in the City of Doral to build a new Jackson West Medical Center campus. The project includes the 100-bed Jose Milton Memorial Hospital, adult and pediatric emergency rooms, a diagnostic center, outpatient clinics, and more. Jackson West, located just west of the Palmetto Expressway and on the north side of Northwest 25th Street, will be custom-tailored to meet the more unique communities growing in surrounding cities including Doral, Miami Springs, Sweetwater, West Miami, and Virginia Gardens.

JACKSON NORTH (DESIGN: GRESHAM, SMITH AND PARTNERS)
GS&P was selected by Jackson Health System to design the major renovation project for Jackson North Medical Center, located in south Florida. The $121-million project is part of Jackson Health System’s 10-year, $1.5-billion plan to attract the full range of patients and become a destination for specialty procedures and care.

REHABILITATON CENTER (DESIGN: HDR)
The Christine E. Lynn Rehabilitation Center for The Miami Project to Cure Paralysis at UHealth/Jackson Memorial will be one of the world’s premiere rehabilitation hospitals. Adult and pediatric patients with spinal cord injuries and traumatic brain injuries will benefit from the state-of-the-art new, 250,000-square-foot facility, which will include indoor and outdoor spaces for patients; patient “apartments” where patients and caregivers can practice new, safe skills before returning home (such as how to lift your loved one from the bath, navigate household hazards, etc.); and many other innovative features. Academic and conference spaces; a fitness center and meditation rooms; and research, diagnostic, and treatment areas are also being planned.

JACKSON MEMORIAL CAMPUS: EMERGENCY EXPANSION (DESIGN: HKS)
This expansion at the Jackson Memorial Center encompasses the building of a new Emergency Department (ED) and the addition of a newly renovated pediatric wing.

Opportunities for public art across the four facilities of the Jackson Health System include, but are not limited to: 

  • Site-specific installations
  • Free-standing sculptural works
  • Architectural integration (floors, walls, railings, fencing/screening, lighting, glazing)
  • Interior + exterior facade wall applications
  • Landscape + exterior space design
  • Wayfinding/branding
  • Acquisition of two dimensional works
  • Design of functional elements such as seating, shading elements, fixtures, and signage

ESTIMATED SCHEDULE:

  • Call to Artists Released & Promoted 11/9/17
  • Application Deadline 12/21/2017

  • Trust: Approval of Shortlist and Proposal Contracts 1/23/2018

PROCESS NOTES:

In order to prepare full proposals, shortlisted artists will receive detailed information regarding the opportunities for public art for each of the four facilities as well as drawings and architectural plans. Artists will have the opportunity to meet with the client’s design and construction teams, Art in Public Places staff, and potentially visit the site(s) during the Artist Orientation.

Artists will receive a proposal honorarium commensurate to the number of proposals they develop, as well as an allowance for travelrelated expenses for personally attending the recommended meetings in Miami-Dade County including the Artist Orientation and Proposal Presentation. Artists may choose to present their proposals via video conference.

Pursuant to the processes of the Art in Public Places Program, a three-member group of arts professionals drawn from the Professional Advisory Committee (PAC) will recommend a shortlist of approximately 20 artists who will be invited to develop specific proposals from which the final commissions will be awarded. The primary criteria for shortlist selection will be previous artistic accomplishment as demonstrated in images of previously completed artwork, public art experience, and/or initial design approach to the project as demonstrated in the artist’s statement. If appropriate, the PAC reserves the right to recommend artists who may not have applied to this Call.

Appointed by the Art in Public Places Trust, the PAC is a national panel composed of professionals in the fine arts, public art, architecture, art education, art history, or architectural history.

HOW TO APPLY:
Interested US-based artists and artist-led teams should submit qualifications by December 21, 2017

Submit the following information:

  • 10 images of completed work:  Please identify medium, dimensions, date, location, client/agency, size, budget, completion date (if applicable), and an optional brief written description. Artists who work in video, sound, installations, and kinetic sculpture may submit a 3 minute video, audio or dynamic media file.

  • CV

Artist representatives including gallerists or other third parties are encouraged to submit qualifications on behalf of an artist; with the artist’s explicit consent and acknowledgement that all further communications and contractual relations associated to this opportunity are to be directly handled by the artist and/or his or her designees.
