IN FLUX Cycle 9 Partner Cities invite artists across all disciplines to create temporary public artworks in a wide variety of locations throughout the Valley.

Budget: $5,000 or $10,000

Project Description
IN FLUX demonstrates a holistic approach to temporary public art through a showcase of site-specific projects by visual artists working in various mediums and performing artists who specialize in dance, theater, music or spoken word. These opportunities provide artists a chance to expand their skills, challenge their creativity, and garner public recognition for their work. Presented simultaneously by 6 Partner Cities, IN FLUX fosters the notion of the Valley as one art community. IN FLUX creates connections between community organizations, city governments, local businesses, artists, and audiences. IN FLUX Partner Cities: Peoria, Chandler, Phoenix, Scottsdale, Tempe, and Glendale.

In your application submission, please include the opportunity you are interested in. This does not guarantee that the selection panel will place you in that specific opportunity however it will give the panelists a better idea of how you would approach this opportunity.

Artwork Location Description

CHANDLER: Pedestals on Arizona Avenue between Chicago St and Boston St. The pedestals are roughly 24” high and 42” in diameter. There is more than one pedestal available, and the artwork could go on one or more of the pedestals. All pedestals are outside, and artworks will need to be able to stand up to the elements. Artworks will be bolted to the pedestals, and artist should take care to cover the attachment points to keep the transition from artwork to pedestal as clean and secure as possible.

GLENDALE: The lobby of City Hall, 5850 W Glendale Ave. – To the left of the security/information desk is a floor to ceiling space. Desire is that the artwork utilize the verticality. The space is adjacent to windows; thus the selected artwork can be seen from the outside as well as greet visitors and City staff and government officials. Please keep in mind that security will prohibit covering the windows.

PEORIA:

  • 3-dimensional opportunity outside the Main Library at 8463 W. Monroe Street (Pad size TBD)
  • 3-dimensional opportunity outside the Sunrise Mountain Library at 21109 N. 98th Ave. (Pad size TBD)

PHOENIX: Four performance-based commissions will be awarded to individual or teams of artists, musicians, dancers, etc. Times and locations will be determined in the design process. The works should hold the potential to be portable and be presented in highly visible and accessible public areas, including community centers, parks, and libraries throughout the City of Phoenix.

SCOTTSDALE:

  • Plinth at N Scottsdale Road and E Oak Street (NE Corner) – Concrete plinth for 3-D sculptural works. The size of the concrete mounting surface on the plinths is 40” x 40”. Outdoor/Streetscape installation.
  • Plinth at N Scottsdale Road and E Roosevelt Street (NE Corner) – Concrete plinth for 3-D sculptural works. The size of the concrete mounting surface on the plinths is 40” x 40”. Outdoor/Streetscape installation.
  • Miller Plaza – Retail Complex at N Miller Road and E Indian School Road (NE Corner). Outdoor Installation in landscaping beds for 3-D sculptural works.

TEMPE:

  • Concrete plinth for 3-D sculptural works located at Tempe Beach Park, on the south side of the Tempe Town Lake next to the bike corral off Mill and First Avenue.
  • Concrete plinth for 3-D sculptural works located at Daley Park on the corner of College and the Park.

Please keep the following in mind when creating your proposal:

  • Outdoor Installation – Materials must be durable enough to withstand up to one year in the elements and be safe if the public interacts with the piece.
  • Mural – Can be painted directly onto a building surface if applicable with commissioning agency or on a removable surface, i.e. vinyl, board, etc. that is attached to a surface.
  • Plinth – These are existing concrete plinths. Proposals for plinths could be a loan agreement for a new commission of a sculptural work. The artist would retain ownership of the work following the completion of the IN FLUX Cycle.
  • Indoor Installation – No exposure to the elements or access to the public.

Timeline

  • ARTIST PRESUBMITTAL SESSION: Representatives from IN FLUX partner agencies will join ArtLink for a Mixed Media Happy Hour presentation on August 27th at Fate Brewing Company, 1312 N. Scottsdale Road 5:30pm- 7:30pm. Attendance at an artist presubmittal session for IN FLUX Cycle 9 is not mandatory, but strongly encouraged, especially for first-time applicants. IN FLUX partner staff will be on hand to give advice and review materials.
  • Deadline for Application – September 20, 2019
  • Panel Selection – Mid October 2019
  • Contracts signed in November – schedule will vary depending on IN FLUX partner’s artist approval process.
  • Design process begins in November – timing of approval/acceptance of final design varies depending on IN FLUX partner’s design approval process.
  • Installation of all projects completed by end of March, 2020.
  • De-installation of all projects completed by April 1, 2021.

The above timeline may be varied at the discretion of the applicable partner city/cities.

Selection Process
Each partnering city will hold their own selection panel for their site(s). The selection panelists will make recommendations based on the specific nature of each site. Once these recommendations have been made, the IN FLUX partners will meet to determine final locations for selected artists to ensure placement is feasible and there is diversity within the IN FLUX collection for Cycle 9. Members of each panel will include artists, arts professionals, and community members. The selection panels will meet in mid-October; artists will be notified shortly thereafter.

Selected artists will be contracted by each commissioning agency and work directly with the project manager designated by their assigned partnering organization. All artists will be notified of selection results via e-mail in October and given the opportunity to request feedback from the selection panel.

What to Submit
All requirements listed below must be met or the application will be removed from consideration.

NOTE: All written documents (resume, letter, image list) should be saved into a PDF format and uploaded to the Submittable site. All images should be saved as JPEGS for upload. If applying as a team, please select a team lead as a point of contact for all communications and enter their name here. Artists applying as a member of a team are not eligible to also apply as an individual. Please provide the following materials:

  1. Up to 6 digital images of previously created artwork in jpeg format. Artists may use up to 2 images to depict concepts or ideas for IN FLUX in addition to the 4 examples of completed artwork. Performing artists may submit up to 3 short videos, one minute in length for each. Concept images are not required, but may help selection panels understand your thinking, especially if you are interested in a specific site.
  2. Image list, 1 page maximum. Describe the project in terms of materials and site applicable, and scale. Include media, dimensions, year completed & estimated budget. If created as a collaboration, list all partners involved and describe your role in the process. Specify whether the piece is a studio piece, temporary, or permanently installed work.
  3. Statement of intent, 1 page maximum. Think of this as a job application and this is essentially your cover letter. Be as succinct as possible. The limit is one page, but it can be very beneficial not to fill an entire page! Describe why you are interested in an IN FLUX opportunity and explain relevant past experience. List the opportunity that you are interested in being considered for and any additional details not shown in your proposal that you feel would help the panel understand your idea (material selection, install methods, size or weight, etc.). Consider your letter of intent as a way to introduce yourself as an artist to the selection panel.
  4. Current professional resume/CV including artist address, email, and phone number. Teams must submit one resume/CV per team member merged into one PDF.
