Project Description
The Barwell Road Improvement Project will add turn lanes, sidewalks, and bike lanes on Barwell Road. The corridor includes residential homes and a well loved public space consisting of the Barwell Road Elementary School, a City of Raleigh Fire Station and Barwell Community Center and Park. Artwork Goals
The public art can be stand-alone work(s), or artwork integrated into the streetscape enhancements. Potential opportunities include stand-alone sculptures that act as landmarks and encourage community identity, and/or artwork integrated into pedestrian paving, lighting, benches/bike racks or other site elements that enhance the bike/pedestrian experience along the road. The artist will work closely with the design team, project stakeholders, and neighborhood Citizen Advisory Councils to ensure a successful outcome. The residents living along Barwell Road are enthusiastic and engaged in this public art project.

Artwork Location Description
The Barwell Road Widening Project is part of the City’s Capital Improvement Program. The artwork location can be chosen along the 1.4 mile stretch of road that the project encompasses. There are multiple potential sites for artwork integration such as along the multi-use path, sidewalks, at intersections, near entrances to the community center and park, bus stops, etc. The project runs from Rock Quarry Rd to Berkley Lake Road. The neighborhood is mostly residential and includes a community center, elementary school, and a city park.

Site History
Barwell Road is almost exclusively residential. This area has been considered more rural, but it is currently experiencing more residential development. The Barwell Road Elementary School and Community Center complex are along this part of the road.

Timeline

  • RFQ Application Deadline: Monday, January 27, by 10am
  • Semi-Finalists Selected and Notified: Early February 2020
  • Semi- Finalists Interviewed: Early March 2020

Selection Process
Applications submitted in response to this RFQ will be reviewed by the City of Raleigh Public Art Director, who will then forward all complete and eligible applications received by the deadline to the Artist Selection Panel, appointed by the Public Art and Design Board. The Panel may include: a member of the Public Art and Design Board, professional artists and arts professionals, stakeholders from community groups, and representatives from city departments.

The selection process will consist of two stages. During the first stage, the Artist Selection Panel will evaluate qualifications of artists based on three criteria: artistic merit; appropriateness for the project; and how the applicants work engages the site on a social, physical, and cultural level. The Artist Selection Panel will identify up to three finalists to invite to Raleigh for interviews.

Finalists selected for the Stage 2 interviews will receive a $1000 stipend to cover travel and related expenses associated with the interview. In addition to reviewing qualifications, panelists will discuss with finalists their prospective approaches to the project. They will also respond to questions. A specific proposal is not expected at this interview.

The Artist Selection Panel will choose the artist for the project and forward that recommendation to the Public Art and Design Board. Upon approval by the Public Art and Design Board, a scope of services and budget will be developed based on the artist’s or artist team’s approach to the project.
