The City of Columbia, Missouri, invites artists residing in the United States, to apply for a public art project at the planned Columbia Regional Airport. The City seeks an artist or artist team to create new, site-specific, original, public artwork(s) for the interior of the new airport terminal. Works in a variety of durable media and forms will be considered.

BUDGET:  $135,500

PROJECT DESCRIPTION

The City of Columbia is currently in the planning process for the construction of the new airport terminal, located on the grounds of the existing Columbia Regional Airport. Columbia Regional Airport (COU) is home to United Airlines and American Airlines with more than 125,000 passenger enplanements per year. COU is identified as a non-hub primary commercial service airport by the Federal Aviation Administration (FAA) with daily service to Denver, Chicago and Dallas-Fort Worth. Because of growth in number of passengers and flights per day and limited space to comply with the Americans with Disability Act and Transportation Security Administration requirements, the existing terminal building no longer has the capacity to meet the demands of the flying public. As a result, a new terminal is needed.

The new terminal building will be approximately 60,000 square feet. The terminal building may include passenger waiting areas, public secure and non-secure spaces, airline spaces including baggage systems, and concessions spaces. Construction of the project is currently scheduled to begin in summer 2020 with a grand opening of the new terminal planned for spring 2022. For more information about the airport improvement process, visit www.flycou.com.

The City of Columbia will be working with a selected design-build firm to provide the design, architectural/engineering services, and construction of the new terminal building. The design-build firm will be required to coordinate with the selected artist and the City’s Manager of Cultural Affairs for the artwork to be created and installed concurrently with the terminal building work.

ARTWORK GOALS

As a designated Percent for Art project, one percent of the overall construction cost has been set aside for site-specific public art for the interior of the new terminal at the Columbia Regional Airport. The project affords a unique opportunity for meaningful public art in Columbia. Artists who have previous experience in public art projects that have integrated the artwork into building designs are encourage to apply. No aspect of the art is pre-determined.

TIMELINE

  • Committee meetings and artist finalist interviews will be held in Spring 2020.
  • Finalist selection made by May 2020.
  • After the artist is under contract with the City of Columbia, design work can begin (60-90 day design phase).
  • Construction on the new terminal is expected to begin in summer 2020, with a grand opening of the new terminal planned for spring 2022.

SELECTION PROCESS
The city’s Standing Committee on Public Art—made up of artists, arts professionals, community representatives and project staff — will review applications and choose finalists. Applications will be evaluated on the basis of artistic and technical merit and strength of past work. Though not required, relevant work in the field of public art is desirable, as is experience collaborating with architects and other design professionals. The number of finalists is not pre-determined.

All finalists will be invited to interview with the project selection panel and will receive an honorarium for doing so. Finalists will not be asked to develop design proposals for the interviews, but should be prepared to discuss how they might approach the project, as well as present a survey of their past work and answer questions from the panel. The selection panel will recommend the applicant(s) they believe to be most qualified for the project to the city’s Commission on Cultural Affairs. The City Council will finalize the decision. Once the contract has been approved by City Council, the selected artist(s) will be able to begin developing a proposal for the project.

SELECTION CRITERIA
The Standing Committee on Public Art will evaluate proposals based on the artists’ examples of past works, artistic quality, and the proposed approach they would take for the project (summarized in the Statement of Interest). The Committee will also evaluate the successful execution of past projects with comparable budget parameters.

WHAT TO SUBMIT

To be considered, submit the following via online form. Hard copy applications will not be accepted.

  1. Current résumé
  2. Contact information for two professional references
  3. A maximum of ten images of completed works or projects (submitted electronically)Images should be in JPEG format
    • Image resolution – no more than 300 ppi (may be as low as 72 ppi)
    • Maximum file size (per image) – 3 MB
    • Name each image with the following format: lastnameimagenumber.jpg (for example, Smith01.jpg, Smith02.jpg, and so on)
  4. An annotated image list that corresponds to visual submissions. It should give the image number, title of the work, medium, dimensions, year of completion, project location, budget, commissioning agency and a brief description (100 words). The list should also include the artist’s name.
  5. A typed statement of interest, no more than 500 words, that outlines how you might approach this project if selected, what materials you might use, how this project could relate to your current work, etc. Do not include sketches or a developed description of a possible installation, just the basic statement of interest.

The online form will also include the following questions:

  • Are you currently employed by the City of Columbia? [Yes / No]
  • Is your partner and/or immediate family employed by the City of Columbia? [Yes / No]
  • Do you currently serve on a board or commission for the City of Columbia? [Yes / No. If yes, please explain]

Do not send any materials not specifically requested. If sent, they will not be reviewed by the selection panel.

HOW TO SUBMIT

Applications must be submitted via online form by January 31, 2020 at 5:00 p.m. CST. Emailed applications cannot be accepted. Late and incomplete submissions will not be considered.
