Artist Tosca Carranza was commissioned by Near East Area Renewal to paint five traffic signal control boxes along Rural Street, in a series called “I Love My Neighborhood.” The papel picado (pierced paper) image represents celebration: it is a heritage craft in Mexico, often seen as decoration for weddings, baptisms, christenings, quinceañeras, and religious holidays like the Day of the Dead.  The choice of design reflects the largely Latino composition of the neighborhood and the student population of the nearby St. Philip Neri school.

Tosca Carranza is a painter and art educator who lives on Indianapolis’ Near Eastside.
